Webmaster AZENet Board of Directors: PresidentLois Sayrs, Ph.D.
lsayrs@azauditor.govLois Sayrs received her Ph. D. in Political Science from Northwestern University in 1986 with specializations in Methodology and Modeling. She has written and taught on methods for over 20 years. Dr. Sayrs’ publications include several articles on methods and the Sage monograph, Pooled Time Series Analysis. She served on the faculty at Washington State University and at the University of Iowa where she taught both graduate and undergraduate statistics, regression, methodology and modeling. Dr. Sayrs chaired the methods section for the Midwest Political Science Association and was an Adjunct Professor in the Department of Political Science at Arizona State University where she taught statistics and research methods. Currently, Dr. Sayrs is the Senior Methodologist for the Office of the Auditor General for the state of Arizona and is serving as the President-Elect for Arizona Evaluation Network, statewide association of program evaluators. She is also a principal in her own consulting firm and teaches statistics at the University of Phoenix. Dr. Sayrs won the 1993, 1998 and 2005 National Council of State Legislature's Award for Excellence in Methodology.

Shelly Potts, Ph.D.
shelly.potts@asu.eduDr. Shelly Potts has worked in the fields of in social science research, assessment, and evaluation for nearly 20 years and has provided consultation to over 175 colleges and universities. She is currently the Director of the Office of University Evaluation and Testing at Arizona State University. In this capacity, Dr. Potts leads university assessment and evaluation initiatives; oversees institutional assessment and evaluation projects; and directs the administration of testing and exam/instructor evaluation processing. Dr Potts regularly consults with faculty and administrators on all aspects of assessment and program evaluation, accreditation, social science research, testing, and grant writing. She also regularly advises graduate students on thesis and dissertation projects, lectures on assessment and evaluation topics, and teaches courses on assessment and program evaluation. Dr. Potts is a member of the Board of Directors of the Arizona Evaluator’s Network and serves annually as an evaluation consultant and an invited speaker for the US Department of Education, FIPSE program. She has evaluated projects for the National Science Foundation, the US Department of Education, and the Ford and Alfred P. Sloan Foundations for the past ten years. Dr. Potts earned her Ph.D. in Educational Policy Studies with an emphasis in educational research and evaluation from Arizona State University in addition to degrees in psychology and counseling from Purdue and Ball State University.

manderson@azdjc.govMichelle Anderson received her Master of Arts in Criminal Justice and Criminology from Sam Houston State University in 2002. She currently works as a Senior Research Analyst for the Arizona Department of Juvenile Corrections. Prior to her current position, Michelle worked as the Data Analyst for the Adult Probation Services Division of the Administrative Office of the Courts, Arizona Supreme Court. Michelle has been trained and certified in the use of the evidence-based Correctional Program Checklist (CPC) and has been the principle investigator on a number of community-based treatment program evaluations.

Lisa Lauxman, Ph.D.
lauxman@ag.arizona.eduDr. Lisa Lauxman is Special Assistant to the Director for 4-H Youth Development, where she has worked for several years. Lisa was a leader in the Cooperative Extension program where she was involved in evaluation/accountability, leadership and marketing. She has a Ph.D. in Educational Psychology (Program Evaluation Research Methodology) from the University of Arizona, Masters degrees from both the University of Arizona and Emporia State University with a B.S. from Kansas State. Her areas of expertise include youth and adult leadership, volunteer management, evaluation and accountability, citizenship/civic education/ethical ledership, and faculty and staff professional development.

debeusk@mcao.maricopa.govReturning to school later in life did not preclude me from typical undergraduate naivety. I was undecided on a major and explored a number of fields before choosing Criminal Justice. Within the span of five years I received a Bachelor of Science in Administration of Justice and a Master of Arts in Criminal Justice, both degrees conferred Magna Cum Laude. Prior to my work in the field of criminal justice and aside from my education, my previous professional work experiences are numerous with years of diversified employment, which afforded me excellent business and job-training opportunities and firsthand knowledge of teamwork and collaborative environments. However, as a direct result of furthering my education, I achieved my current position, Research and Statistician Analyst, in the Executive Division of the Maricopa County Attorney’s Office. I use my acquired research knowledge in the current environment both in providing small "factoids" as well as development and implementation of an evidence-based work-management tool. Additionally, by satisfying my curiosity through education I now find myself teaching courses at ASU. On a personal note, my husband and I enjoy traveling, visiting family, ballroom dancing and hanging out with the dogs.

rebecca@puebloresearchservices.orgRebecca Hill specializes in research methodology, program evaluation, and quantitative methods. A graduate of the University of Arizona's doctorate program in Psychology, she has been involved in process and outcome evaluation research of substance abuse, education, and physical and mental health issues for over 15 years. As the Executive Director of Pueblo Research Services, Dr. Hill is currently directing the program evaluation of several federally funded projects that focus on adolescents, educational enrichment, mental health, substance abuse, HIV/STD prevention, and underserved populations.

Chair of MembershipElizabeth Eells, Ph.D.
elieel@juvenile.maricopa.govElizabeth Eells is the Director of Research and Planning for Maricopa County Juvenile Probation. She is a relative newcomer to the field of Criminal/Juvenile Justice (nine years and still learning). Her current work includes analyses of juvenile detention, disproportionate minority contact, violations of probation and evidence-based practice implementation. Elizabeth received her Ph.D in Sociology from Oklahoma State University in 1999 with emphases in Urban Sociology and Social Psychology. She spent her formative graduate years working on research with the developmentally disabled and human service agencies, work that has proven useful in her current endeavors. In her spare time, Elizabeth teaches courses for NAU in Death and Dying, Juvenile Justice, Gender, and Social Stratification.

teresamanygoats@mail.maricopa.govTeresa Aseret-Manygoats is a member of the Navajo Tribe, originally from Sanders, Arizona. Teresa received her Bachelor of Science (Political Science) and Master in Public Administration from the Arizona State University. Teresa has experience working with non-profit organizations, state, federal and tribal governments on program evaluation, and health promotion/prevention projects. Currently, Teresa works for the Maricopa County Tobacco Use Prevention Program (MACTUPP) as the Evaluation Specialist. Teresa is married to Michael, and they have two beautiful girls.

Lenay Dunn has a decade of experience in the education field as a teacher, program administrator, researcher, and evaluator. She is currently the Associate Director of the Office of University Evaluation at Arizona State University where she, in coordination with the Director, oversees institutional research and evaluation projects. Previously, Ms. Dunn served as a Research Analyst at the American Institutes for Research where she managed various state, federal, and foundation research and evaluation projects related to state systems of support, school and district reform, policy, and accountability. Ms. Dunn graduated from the University of Arizona with a Bachelor of Arts with Honors in Women’s Studies and from Stanford University with a Master of Arts in Social Sciences in Education with an emphasis on research, policy, and evaluation.

Joanne Basta, Ph.D.
jbasta@lecroymilligan.comJoanne Basta received her Ph.D. in 1991 from Michigan State University in the field of Ecological Psychology. She has over 15 years experience in program evaluation in criminal justice and health and human services. Currently, she is an Evaluation Associate at LeCroy & Milligan, Associates. She has designed and evaluated statewide programs for tobacco use prevention and cessation, teen pregnancy prevention, family violence prevention, and adult and juvenile probation programs. Dr. Basta has experience in training and conducting workshops in outcome based performance measures, evaluation planning and applied research methods. She has published in peer-reviewed journals in the areas of family violence and criminal justice, has authored many technical evaluation reports for government agencies, and has presented at numerous conferences in the areas of mental health, public health, criminal justice, and higher education

allison@lecroymilligan.comDr. Titcomb has over 20 years of experience in program evaluation planning, design, and implementation. Now in her seventh year at LeCroy & Milligan Associates, she manages several evaluations and provides technical assistance consultation for many social service programs including statewide, multi-site, multi-method projects. She has served as President of the Arizona Evaluation Network, co-program chair for the Environmental Program Evaluation Topical Interest Group of AEA, and has been involved with the national Local Affiliate Collaborative Steering Group since its inception.
