Cassandra O'Neill, M.A.

Cassandra O'Neill has over 20 years of experience working with organizations in the social sector. She has consulted with and provided technical assistance to over 80 organizations since 2000.  She applies strength based approaches to facilitation, strategic planning, coaching, research, and evaluation.  Prior to becoming a consultant she worked for state government agencies in two states, the National Governors' Association, the National Association of State and Territorial Health Officials, Rutgers University, and a national social service agency.  She is a member of the Alliance of Nonprofit Management's Board Governance Affinity  Group, the SLHI Consultants Community of Practice, and is currently serving as the Local Affiliate Representative to the American Evaluation Association Local Affiliates Council.

Raquel Gutierrez is a highly experienced nonprofit professional who has demonstrated the ability to lead diverse teams of nonprofit and philanthropic professionals to new levels of observation, thinking, and acting capactiy for national foundations and community based nonprofits across the United States.  She has strong ethnographic researching skills and results-based accountability background with the ability to effectively analyze and communicate a complete picture of interrelated investments in community issues by a variety of stakeholders.  She also is a master facilitator of learning processes for large and small groups of professionals and committed community activists.  Raquel is a bridge-builder with an impressive ability to synthesize and translate ideas and concerns across sectors, fields, and communities significantly affecting how groups with a common cause work together.  Among her peers, she is recognized for freely sharing resources, building relationships between groups unfamiliar to one another, partnering with trusted and resourceful associates, challening people to explore possibilities outside their routine paradigms, and her ability to translate theories into every day practice.  She has an impressive track record of more than 15 years of hands-on experience in professional development coaching, program evaluation, design and implementation, network building, strategic planning, and project management that fosters commitment to human and organizational capacity of social change agents across the United States.

Shelly Potts, Ph.D.

Dr. Shelly Potts has worked in the fields of social science research, assessment, and evaluation for nearly 20 years and has provided consultation to over 175 colleges and universities.  She is currently the Director of the Office of University Evaluation and Testing at Arizona State University.  In this capacity, Dr. Potts leads univeristy assessment and evaluation initiatives;  oversees institutional assessment and evaluation projects; and directs the administration of testing and exam/instructor evaluation processing.  Dr. Potts regularly consults with faculty and administrators on all aspects of assessment and program evaluation, accreditation, social science research, testing, and grant writing.  She also regularly advises graduate students on thesis and dissertation projects, lectures on assessment and evaluation topics, and teaches courses on assessment and program evaluation.  Dr. Potts is a member of the Board of Directors of the Arzona Evaluation Network and serves annually as an evaluation consultant and an invited speaker for the US Department of Education, FIPSE program.  She has evaluated projects for the National Science Foundation, the US Department of Education, and the Ford and Alfred P. Sloan Foundations for the past ten years.  Dr. Potts earned her Ph.D. in Educational Policy Studies with an emphasis in educational research and evaluation from Arizona State University in addition to degrees in psychology and counseling from Purdue and Ball State University.

Pamela Garrett has worked in the field of educational assessment and evaluation since 2002.  She is currently the Program Manager for Graduate Interdisciplinary Initiatives for the Arizona State University Graduate College.  In this capacity she fills a variety of roles including assessment and evaluation of classes and programs sponsored by the ASU Graduate College, overview and coordination of all activities for over 100 Science Foundation Graduate Research Fellows, advising and collaborative editing of research proposals from various faculty members, and coordination of all planning activities for the upcoming 2010 Science Foundation Arizona Grand Challenges Conference.  Ms. Garrett is also a co-investigator for the ASU-Citizen Engineer-Scientist @ K-12 Schools Research Project funded by Science Foundation Arizona.  Ms. Garrett earned her M.A. in Educational Psychology with an emphasis in Measurement, Statistics and Methodological Studies in 2008.  She is presently working to complete her Ph.D. in 2010.  Ms. Garrett is a member of the Arizona Evaluation Network, the Amercian Evaluation Association, and the American Educational Research Association.

Lenay Dunn, M.A.

Lenay Dunn has a decade of experience in the education field as a teacher, program administrator, researcher, and evaluator. Ms. Dunn currently serves as the Associate Director for Research and Evaluation in the University Office of Evaluation and Educational Effectiveness at Arizona State University (ASU) where she oversees research and evaluation projects to provide data for administrative decision-making and to improve the educational effectiveness of the university.  Previous to her tenure at ASU, Ms. Dunn served as a Research Analyst at the American Institutes for Research where she managed multiple state, federal, and foundation research and evaluation projects related to education policy and reform.  Ms. Dunn graduated summa cum laude from the University of Arizona with a Bachelor of Arts with Honors in Women’s Studies and from Stanford University with a Master of Arts in Social Sciences in Education with an emphasis on research, policy, and evaluation.  She is currently pursuing her Ph.D. in Educational Leadership and Policy Studies with an emphasis on policy analysis and research at ASU.

Allison Titcomb, Ph.D.

Dr. Titcomb has over 20 years of experience in program evaluation planning, design, and implementation. She is currently as assessment coordinator at The University of Arizona, and was Director of the University Learning Center.  Previously she served on the management team at LeCroy & Milligan Associates, where she led and provided oversight for numerous evaluations and provided technical assistance consultation for many social service programs including statewide, multi-site, multi-method projects.  She has served as President of the Arizona Evaluation Network, co-program chair for the Environmental Program Evaluation Topical Interest Group of AEA, and has been involved with the national Local Affiliate Collaborative Steering Group since its inception.

Michelle Anderson, M.A.

Michelle Anderson earned a Master of Arts in Criminal Justice and Criminology from Sam Houston State University in 2002. She currently works as the Senior Research Analyst for the Arizona Department of Juvenile Corrections, where she is the principle investigator on all institutional and community-based treatment program evaluations.  Michelle has been an active member of AZENet since 2003.

Rebecca Bolnick, Ph.D.

Rebecca Bolnick's work has focused on child development and education policy research.  She is currently on special assignment with the US Government Accountability Office as a Senior Analyst tracking and evaluating the outcomes of the Recovery Act, the so-called "stimulus package." Her work is to research and evaluate the performance, effectiveness, and outcomes of the monies spent in Arizona.  She previously worked for the Arizona Auditor General's Office, as well as for the Center for the Future of Arizona, researching elementary and secondary education policy issues, and providing analyses for the Governor's P-20 Education Council. Rebecca received her Ph.D. in Developmental Psychology from Arizona State University.  Her research focused on how preschool-aged children's socio-cognitive development contributes to their adjustment to kindergarten and formal school settings.

Gerald Blankson

Gerald Blankson has worked for a decade in the education field fulfilling various roles with Success for All, the Baltimore City Health Department, Mesa Arts Academy, and Arizona State University.  He is currently a Management Research Analyst, Sr. at the Arizona State University's Office of University Evaluation where he conducts institutional research and evaluation projects.  He holds a Master's of Counseling from Arizona State University and is a doctoral candidate in Education Policy, Leadership, and Curriculum at ASU.  The focus of his dissertation is local implementation of a federally mandated tutoring program.

Ms. Morel-Seytoux is President & Founder of International Development, Research and Evaluation Consulting, LLC.  She is a senior-level consultant with 25 years of research, consulting, evaluation, grant writing, and international development expertise.  She has served as: Africa Women in Development Advisor/International Education Officer for the U.S. Agency for International Development; Director of Refugee Resettlement, International Rescue Committee; Assistant Director, International Food Security Program, University of Arizona; Co-Investigator & Project Manager of the Refugee Needs Assessment Project; and Adjunct Faculty with the University of Arizona.  She has directed dozens of expert teams on behalf of the State Department, United Nations High Commission for Refugees (UNHCR), USAID, Save the Children International, and other humanitarian assistance agencies in conducting multi-disciplinary field work in the U.S. and overseas, including program evaluations, strategic planning assessments, needs assessments, and gender analyses in Kenya, Uganda, Rwanda, Burundi, Ethiopia, Malawi, Croatia and Tajikistan.  She recently completed two independent, two-year evaluations including the: Arizona Collaborative to End Violence Against Native Women project, funded by the U.S. Department of Justice, and the Isdasani-Women's Native Health project for the White Mountain Apache Tribe (WMAT).  She has garnered grant awards yielding in excess of $20 million for clients in support of humanitarian initiatives in the U.S. and overseas funded by the U.S. Department of Education, DOL, DHHS, DOJ, USAID, HUD, the Arizona Governor's Office, among others.  She has a Master of Arts in International Development from the American University, School of International Service and has been trained in the SAMSHA NREP evaluation methodology.
