Duties and Responsibilities:
The Research Evaluation Specialist performs a variety research and evaluation tasks for the Center for Applied Behavioral Health Policy's projects. The Research Evaluation Specialist is expected to assist with a variety of logistical and technical activities associated with the Center's behavioral health, criminal justice and child welfare projects. The Specialist will assist with scheduling and monitoring of data collection activities, coordinating data collection and data management activities of other staff, developing data collection tools, performing preliminary analysis of qualitative and quantitative data, and preparing project reports and papers for publication and. The Specialist may be assigned to work on multiple projects, and may be required to travel to remote locations to conduct research activities (e.g., administer surveys and conduct observations or interviews).

Essential Duties Include:
Assists with the development of research/evaluation study designs, methods, and data collection procedures. Assists with the design of questionnaires and other data collection instruments and informed consent forms. Assists in the design of coding formats and data entry procedures. Creates and manages databases for analytical purposes using statistical software packages; retrieves data from databases generated by other agencies for the evaluation of Federally-funded programs; and, conducts reliability checks. Analyzes quantitative and qualitative data using commonly available commercial software. Summarizes and interprets the results of data analysis and prepares charts and tables containing statistical data for research/evaluation reports and papers for publication. Assists with the preparation of grant/contract progress reports, development of presentations for professional conferences, and the preparation and writing of project reports and papers for publication. Trains and coordinates the work of students responsible for collecting, processing, and coding both quantitative and qualitative data. Performs project administrative functions such as monitor timelines and completion of project tasks and supervising the logistics of data collection in the field. Coordinates and/or conducts computer searches of research literature and develops bibliographies for a variety of reports and publications. Assists with the development of applications for Institutional Review Board approval for research and evaluation studies.

Monday-Friday 8:00AM-5:00PM

 

Minimum Qualifications:
Bachelor's degree in a field appropriate to the area of assignment AND two years related research experience; OR, Six years research experience appropriate to the area of assignment; OR, Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

Desired Qualifications:
Demonstrated knowledge with: basic principles of survey design; behavioral health services; Federally funded behavioral and mental health services programs; university Institutional Research Board procedures. Experience in coding and analyzing qualitative data. Evidence of effective verbal and written communication skills.

RESEARCH & EVALUATION SPECIALIST

Pima County Juvenile Court Center 
Hiring Salary:  $40,641 annually

Please note:  There are two positions available with one being a grant-funded position.  


DESCRIPTION:  Under the direction of the Court Director and the Senior Research & Evaluation Specialist, the Research & Evaluation Specialist will conduct program evaluation and other research related to the development and implementation of a disproportionate minority contact (DMC) intervention model.  


ESSENTIAL FUNCTIONS: 

  • Uses appropriate methods, such as defining objectives, developing work plans and timelines, and designing and implementing data collection instruments, to conduct and manage DMC-related research and evaluation projects
  • Works with court administration, the Juvenile Justice Executive Board (JJEB) and other juvenile justice stakeholders to develop and implement program logic models, program evaluation plans, and data collection instruments and protocol
  • Works with court administration, the Juvenile Justice Executive Board (JJEB) and other juvenile justice stakeholders to develop and implement program evaluation data collection and quality assurance monitoring plans
  • Collects quantitative and qualitative DMC-related data from juvenile justice stakeholders (including youth and parents) through appropriate methods such as surveys, focus groups, interviews (face-to-face, telephonically, or other electronic method), and extractions from agency databases
  • Facilitates group discussions with DMC workgroups
  • Develops data analysis plans and analyzes data using appropriate statistical methods
  • Prepares research findings reports and disseminates results, orally and in writing, to court management, JJEB, the Juvenile Justice Advisory Workgroup (JJAW), and other juvenile justice stakeholders
  • Works with court management, JJEB and other juvenile justice stakeholders, and the DMC Intervention Model project team to develop and implement a DMC intervention model
  • Monitors progress on project objectives and goals 
  • Documents the processes and procedures of the DMC intervention model development and implementation


MINIMUM REQUIREMENTS:  A Bachelor’s degree from an accredited college or university with a major in public or business administration, social sciences, public health, or a related field and four years of work experience in research and/or evaluation, including working with diverse groups of stakeholders, managing research/evaluation projects, working with spreadsheets and databases, generating data reports, conducting quantitative and qualitative data collection and analyses, and preparing and presenting research/evaluation reports OR a Master’s degree with two years of experience OR any equivalent combination of experience, training, and/or education approved by Human Resources.

Position Responsibilities

Coordinate and manage evaluation activities for projects and initiatives being implemented through governmental and non-profit human services settings.

Design evaluation plans including development of evaluation designs, goals and objectives, project timelines, and instruments (e.g. surveys, interview protocols, criterion-referenced tests, etc.).

Collect, analyze, and interpret qualitative and quantitative evaluation data. Design and develop and train others in data collection tools and databases. Provide technical assistance and consultation in implementation of new programs to include program design,

development of policies and protocols, infrastructure development, and performance assessment. Conduct focus groups, observations, and interviews for program evaluation purposes. Produce written reports and other documents; writing grant proposals and literature reviews. Prepare and deliver presentations to a variety of stakeholder groups regarding project efforts and outcomes.


Qualifications:

Master’s or Ph.D. degree in social sciences, education, applied social research or related field, and a minimum of two years’ experience in an applied setting. Bachelors considered with relevant experience.

Considerable knowledge of program evaluation in community settings–methods, principles, and philosophies. Experience in program development and conceptual design of interventions.

Demonstrated expertise in designing and carrying out quantitative and qualitative evaluation activities. Proficiency in database, word-processing, spreadsheet, and statistical analysis software applications. Skill in interpreting statistical data for various stakeholder groups. Excellent written and oral communication skills.

Strong organization abilities, including ability to manage numerous tasks and projects simultaneously. Ability to complete local and state travel for work assignments.
